How We Research, Review and Correct Operational Resilience Guidance

Our source hierarchy, original research method, limitations and escalation rules, so readers can distinguish a public educational resource from professional assurance.

Who publishes this material?

Pearl Lemon Limited (company number 10411490, registered in England and Wales) is responsible for maintaining this website, its editorial controls and corrections. Its registered office is 152–160 City Road, London EC1V 2NX. This publication role is separate from a regulated financial firm’s responsibilities and from the competence required to approve a firm-specific consultancy conclusion.

This page documents a proposed editorial governance standard. Publication of a methodology does not establish that a particular report has undergone external specialist peer review. We identify the evidence status of each publication rather than implying a general professional endorsement.

The research process

  1. Start from authoritative sources. For UK regulatory requirements, we prioritise current FCA Handbook provisions, FCA policy statements and guidance, Bank of England/PRA publications and relevant legislation. EU measures are checked in the Official Journal/EUR-Lex; voluntary standards are attributed to their publishers. Secondary commentary is labelled and cannot quietly override primary texts.
  2. Disclose the method. Reports should state the central question, jurisdiction, source selection, exclusions, cut-off date, inclusion rules, definitions and reproducible calculations. Downloads should include a version or date and correspond to the readable HTML source.
  3. Separate facts, interpretation and simulation. A regulator’s published requirement is a sourced fact; choosing a recommended control or likely firm population involves interpretation. Example payment outages use openly stated, invented assumptions and must never be described as a delivered client case.
  4. Classify risk. Low-risk educational worksheets and source inventories may be reviewed by an editor for fidelity and clarity. Complex FCA/PRA perimeter decisions, effective-date claims, thresholds, firm-specific opinions and regulated-client exercises need an appropriately competent human reviewer before being marketed as specialist guidance or assurance. If no reviewer is engaged, label the text as unreviewed educational research and avoid individual compliance recommendations.
  5. Publish corrections transparently. The publication should show the latest source-check date, version and material changes. Where a primary rule changes, amend or withdraw affected entries; never silently turn a stale article into apparently current analysis.

What we do not claim

  • Being an independent publisher does not mean the company is authorised by, endorsed by or acting on behalf of the FCA or PRA.
  • A cited regulation, downloadable checklist or generative calculation is not proof that a particular firm complies with a rule.
  • The existence of templates and worked examples is not evidence of a past client engagement, a tested recovery capability or an accredited specialist.
  • Machine assistance may help collect or organise source materials, but it cannot be named as an accountable professional reviewer.

Research-first versus client work

The public regulatory tracker can be used as a source-navigation aid, and the payments-outage simulation can be used to teach evidence traceability. For a paid regulated-firm assessment, the engagement must identify the contracting entity, qualified practitioner(s), their actual work scope, evidence access, professional responsibility and the client’s own approvals. Pearl Lemon Limited can retain the commercial client relationship while coordinating scoped, appropriately qualified delivery.

Correction requests and contact

If a regulatory citation, date, category or computation appears inaccurate, email info@pearllemongroup.com with the page URL and authoritative supporting reference. The team should log the issue, assess whether it materially affects readers, correct or temporarily remove the affected claim, and record the date and nature of substantive updates.
