THE RESEARCH NOTES
A system returning to normal does not establish that a financial firm has continued providing an important business service within its impact tolerance. Payment instructions may remain in a backlog, customer communications may fail, and manual workarounds may expose new security or fraud risks.
UK financial-services resilience requirements focus on important services, harm-based tolerances, mapping, severe-but-plausible scenario testing and ongoing accountability. The applicable population depends on the firm’s exact legal entity, permissions and relevant FCA or PRA rules. The transition period for in-scope operational resilience firms ended on 31 March 2025.
A credible assessment should identify which outcome is at risk, how the firm measured potential customer or market harm, which people and suppliers the service relies on, what was actually observed in an exercise, and who has authority to accept or remediate residual risk.
That chain should be visible in the board’s written self-assessment and review process where the rules apply. A satisfactory document inventory is not evidence that the business could withstand the relevant disruption.
Our UK operational resilience regulatory tracker links to primary sources and distinguishes established requirements from the FCA’s newer March 2027 reporting obligations. Our payments-outage training simulation shows a reproducible example of how dependency failure can produce a growing processing backlog. It is entirely fictional, not a client case study.
The public resources are created and published by Pearl Lemon Limited. Their methodology, assumptions and editorial limitations are openly described in our editorial standards. They help readers investigate a question but cannot establish a particular firm’s compliance.
Any firm-specific service would be separately scoped, staffed with suitable qualified practitioners and subject to appropriate review and client accountability. We do not claim regulator endorsement, professional accreditation we have not verified, or engagements that have not occurred.
No. SYSC 15A and PRA SS1/21 have defined scope and application conditions. Other organisations may also have important continuity or incident-reporting responsibilities under different rules.
No. A checklist can reveal unanswered evidence questions; it cannot validate real exercise conditions, customer harm or the firm’s risk decisions.
